James Howard “Jim” Highley, 88, of Russell, passed away Wednesday, September 25, 2019 at Kingsbrook in Ashland. Jim was born September 5, 1931 in Ashland, Kentucky, a son of the late Jesse D. and Shirley Bush Highley. In addition to his parents he was also preceded in death by his loving wife Phyllis Jean Dickenson Highley.
Raised in Ashland, Jim was a 1949 Graduate of Ashland High School where he played football and basketball. He went on to graduate from Marshall University. He began a long and lucrative career with Ashland Oil in Ashland, KY also working in the cities of Canton, OH, Paducah, KY and Louisville, KY. He retired with over 35 years of service as manager of Asphalt Sales. During this time he also served his country honorably with the United States Navy during the Korean War. While living in Paducah, he and his late wife Phyllis were members of the Reidland United Methodist Church.
In his spare time, Jim enjoyed fishing, hunting and golfing. He loved to play baseball and was an avid outdoorsman. Jim was a life member of the NRA.
Those left to cherish his memory include his son James Phillip Highley and wife Stephanie of El Segundo, CA, his brother John Highley and wife Ruth Ann of Russell, KY, longtime friends Joyce Saunders of Ashland, Judy Thomas of Greenup and a host of extended family and friends.
Funeral services will be held 2:00 PM Monday, September 30, 2019 at the Steen Funeral Home Central Avenue Chapel by Pastor Don Young. Entombment with military honors will be in the Rose Hill Burial Park Mausoleum.
Visitation will be prior to services from 12:00 Noon till 2:00pm at the funeral home.
